Amend recall authority to require rental companies and used car dealers to fix vehicles before making them available to the public. Require franchise dealers of a motor vehicle manufacturer to check VINs for open recalls every time a vehicle from that manufacturer is brought in for service and notify the vehicle owner Establish a pilot grant program under which a participating state will inform each consumer, at the time of registration in the state, of any open recall on that vehicle. Give DOT the authority to require independent tire dealers to follow the same registration procedures as franchise tire dealers and increases the time period for consumers to receive a free remedy for defective tires to 6 months. California AB 516 - Requires the DMV to develop a temporary license plate system to enable vehicle dealers and lessor-retailers to provide temporary license plates, and would require the system to begin operation on or before January 1, 2017. Requires, commencing January 1, 2017, a motor vehicle dealer or lessor retailer to affix a temporary license plate, at the time of sale, to a vehicle sold without a permanent license plate. Imposes a state-mandated local program. Provides that no reimbursement is required by this act for a specified reason.

for SalvageRecyclers familiar with the federal National Motor Vehicle Title Information System (NMVTIS) reporting requirements are now seeing the similar or even more stringent requirements being applied at a state level. Many states are implementing salvage reporting procedures that include a mandate to report to NMVTIS and allowing for state fines or penalties for non-reporting. These new processes may seem like a burden, but are a key step in reducing many nefarious activities which are consuming large amounts state employee and law enforcement time and resources. Some state regulations mandate reporting to NMVTIS more frequently, or may require some additional pieces of information, but by making reports, recyclers are building a road map that points directly to the businesses and parties that are skirting their requirements, or may be actively performing illegal activities.

for WreckersOn March 16th, the Out of State Record Request letter will no longer appear in the DMV123 forms list. The Out of State Record Request letter was originally implemented to help towing companies fulfill their due diligence for obtaining owner and lienholder information in states to which ADD did not offer real-time records. Today, ADD offers tow operators both a National Title Pointer and the ability to pull owner and lienholder records in 31 states, substantially reducing the need for this type of letter. Because of the increased state access, combined with the lengthy wait and low response rate to the Out of State Record Requests, ADD will be discontinuing the Out of State Record Request letter.

Cheryl Harrell, ADD’s customer service manager and guru on state and federal requirements, demonstrated how easy it is to comply with regulations and efficiently complete business transactions using ADD’s suite of web-based tools. Topics included the proper steps for notification of claim of lien on towed vehicles and National Motor Vehicle Title System (NMVTIS) reporting requirements. The highly interactive session allowed tow operators and tax collector staff to ask questions and share information with each other to gain a better understanding of how private industry and government can best work together to get paperwork processed correctly and effectively.
